Allow user to encode MOH to MP3 and WAV

Description

Decoding WAV is easier than decoding MP3, so the system is less loaded when playing music on hold. It would be nice that the interface let the user choose to encode to MP3 or to encode to WAV (via sox).

I have uploaded a patch to allow users to skip the MP3 encoding, and let the files as wav 8Khz mono

addressed, now can transcode to wav. Module will be updated before final to still allow mp3 to be downloaded.
